Callum Bollard

Pre-Contracts Manager | Specialised Pavements & Projects

Callum is an infrastructure leader with a background in the Australian Defence Force and global business development across mining and construction. Since joining Downer in 2017 as Pre-Contracts Manager for Specialised Pavements and Projects, he has led multidisciplinary teams delivering major airport infrastructure across Australia.

Callum played a key role in securing and delivering landmark Early Contractor Involvement (ECI) airfield projects requiring significant buildability and design refinement, including upgrades at Hobart, Brisbane, Adelaide, Mackay, Alice Springs, and RAAF Williamtown. He also oversaw over 1.4 million m² of capital pavement maintenance at Sydney Airport, including deep lift reconstruction at the Domestic T2 Terminal.

He supports innovation in sustainable pavement materials through Downer’s Road Science and serves as a Non-Executive Director of Wellness in Infrastructure, promoting mental health and cultural change across the sector.

His career as Meteorologist has been similarly extensive, with time as a bench forecaster, instructor and researcher, with a year spent in Sydney as Consultant, largely focused on the energy industry. More recently, he has conducted and presented research on the Auckland Anniversary Floods of 2023 and been part of investigations of Cyclone Gabrielle of the same year, focusing on future improvements to the Warning System. A passion for science is balanced by his desire for meaningful outcomes and good decision-making on the part of clients or society.
